"Zhikaxuan" is the old name of Ji'an Township. In 1985, the Hualien County Government moved the nursery to this place and re-planned and renovated it to make it an important base for natural ecology and an important place for holiday recreation. The park is rich in plant species. The "Native Plant Zone" can even see precious native species. It is a textbook for ecological conservation. In addition, there are eight areas such as aquatic plant zone and green square zone.

The Zhikaxuan Water Park is open from July to August each year. Ji’an’s old name was Cikasuan (Ami language, meaning: a place with a lot of firewood), and it was translated by the Chinese as "Zhikaxuan" or "Seven Foot River".

After the "Seven Foot River Incident" (Meiji 41, 1908), the Japanese opened up immigration villages here. Most of the immigrants came from the Yoshinogawa Noguchi, Tokushima Prefecture, Shikoku, so the name was changed to " Yoshino".

As the Japanese settled in, so did Japanese Buddhism. In the sixth year of Taisho (the sixth year of the Republic of China, 1917), Ms. Kawabata recruited and built this "Yoshino Buddhism Institute" of the Shingon Sect Koya school here to soothe immigrants' homesickness with the power of religious stability.

The Japanese-style traditional architecture of the sharp-pointed Yasashi (called "Takagata-zou" in Japanese) has a strong Edo style.

Ji’an Haoke Art Village is located on the north side of Ji’an Township. It was Japan’s first and largest official immigration village in the early years of the Republic of China-"Yoshino Immigration Village".
